CIVIL WORKS OF GAMALTI DARKUT 300 kW MINI HYDROPOWER PROJECT

Aga Khan Rural Support Programme (AKRSP) invites sealed bids from eligible and qualified contractors for the civil works of the Darkut 300kw Mini Hydropower Project Silgan Yaseen Ghizer Pakistan under CAPP Project as per AKRSP procurement requirements.
The Darkut 300 kW Mini Hydropower Project is a new hydropower development intended to increase renewable energy generation capacity and improve access to reliable and affordable electricity in the target area of Darkut .
The proposed 300 kW Darkut Mini Hydel Power Project (MHP) is located at Gamalti Village in Darkut Valley, Union Council Silgan, District Ghizer, Gilgit-Baltistan. The project site is approximately 170 km from Gilgit City and is situated at an elevation of about 8,500 feet above sea level. The project will utilize water from Gamalti Nallah, which is primarily fed by glacier melt and snow-covered mountains in the upper catchment.
At present, Darkut Valley receives electricity from the existing 500 kW Umalsat Mini Hydel Power Plant, constructed by AKRSP and operated by Silgan Electric Limited. Electricity is supplied to Darkut through approximately 3 km of underground transmission line, which was installed due to strong winds along the transmission route that make overhead transmission difficult. Over time, the underground line has deteriorated, resulting in frequent faults, power losses, and prolonged interruptions in electricity supply. Consequently, households, businesses, and community institutions in Darkut Valley continue to experience unreliable and insufficient electricity.
To address these challenges, AKRSP proposes the construction of a dedicated 300 kW Mini Hydel Power Plant at Gamalti. The project aims to improve energy reliability and security by providing clean and efficient electricity to Darkut Valley. It will also reduce the load on the existing Umalsat MHP, enabling more of its available generation capacity to serve downstream communities in Silgan Valley.
The project is expected to support local economic activities and community services, improve the quality of life, and reduce dependence on fuelwood, kerosene, and other conventional energy sources. By increasing access to renewable hydropower, the project will also contribute to reducing environmental degradation and supporting climate change mitigation.
Budget and financing:
Funds for the Construction of 300 kW Darkut MHP in Ghizer are allocated under the Central Asia Poverty Programme (CAPP). AKRSP is responsible for implementation of the project in partnership with local community organizations and other relevant stakeholders.
Procurement Method
Single Stage – Two Envelope Bidding Procedure
Mandatory Technical Pass/Fail Criteria
Only technically qualified and substantially responsive bidders will proceed to financial evaluation. Bidders must meet all mandatory requirements, including:
- Valid PEC Registration C-5 or above with relevant civil works category;
- At least two successfully completed similar civil works projects, each exceeding PKR 50 million, completed within the last 10 years;
- Average annual construction turnover of at least PKR 200 million during the last three completed financial years;
- Civil Site Engineer and Surveyor, each with at least 3 years’ relevant experience;
- Required construction equipment/resources;
- Acceptable method statement and detailed implementation schedule; and
- Complete qualification documentation and acceptable Bid Security.
Material deviations, omissions, false information or failure to meet any mandatory requirement may result in rejection.
Bid Security
Bid Security shall be submitted through Call Deposit Receipt (CDR):
PKR 1,500,000/-
Failure to provide acceptable Bid Security shall render the bid non-responsive.
Key Conditions
- Technical and Financial Bids shall be submitted in separate sealed envelopes.
- Financial Bids will be opened only for technically qualified and substantially responsive bidders.
- Bid Currency: PKR; Bid Validity: 90 calendar days.
- Alternative bids, subcontracting and JV/Consortium/Association bids are not permitted.
- Prices shall include all applicable taxes, duties, transportation and incidental costs and shall remain fixed without price adjustment.
- Successful bidder shall provide 10% Performance Security.
- Contract completion date: 30 October 2027.
- AKRSP reserves the right to accept/reject any bid, reject all bids or cancel the tender in accordance with the Bidding Documents.
- Joint ventures are not allowed. Bids submission based on joint ventures will not be entertained.
Mandatory Pre-Bid Meeting
A mandatory Pre-Bid Meeting will be held on October 13, 2026, at the AKRSP Core Office Babar Road Kashroot Gilgit.

Submission of Bids
Bids will be received through courier or by hand at Core Office Aga Khan Rural Support Program Babar Road Kashroot Gilgit , not later than 16 October 2026 before 12:00 pm. Late submissions will not be entertained.
