  1. Background

The Broadening Economic and Social Transformation for Women’s Economic Empowerment and Recovery (BEST4WEER) Project is being implemented by the Aga Khan Rural Support Programme (AKRSP) in partnership with the Aga Khan Foundation (AKF), and with financial support from Global Affairs Canada (GAC). Over the past five years, the Project has implemented a range of initiatives to advance women’s empowerment and gender equality across Gilgit-Baltistan and Chitral, focusing on livelihoods, entrepreneurship, strengthening civil society, leadership, financial inclusion, social norm change, and community engagement.

AKRSP intends to engage a Service Provider to produce a flagship end-of-project documentary, complemented by digital reels and a professional photography archive. Together, these products will document the Project’s implementation journey, achievements, lessons learned, and lasting impact while strengthening donor visibility, institutional knowledge management, stakeholder engagement, and public awareness.

  1. Scope of Work

The selected Service Provider shall be responsible for the planning, production and post-production of a flagship end-of-project documentary, digital reels and a professional photography archive documenting the implementation journey, achievements, lessons learned and long-term impact of the BEST4WEER Project. The assignment shall combine factual accuracy, authentic human stories and high-quality visual storytelling to produce communication products suitable for institutional, donor and public audiences. The main deliverables include:

  1. Final End-of-Project Documentary (approximately 15–20 minutes) in high-resolution formats suitable for broadcast, digital dissemination and institutional archiving.
  2. Documentary Trailer (90–120 seconds)
  3. Thirty (30) Professionally Produced Digital Reels (approximately 45–90 seconds each) optimised for digital and social media platforms.
  4. Professional Photography Archive, comprising a minimum of 200 edited high-resolution photographs covering project interventions, beneficiaries, events, landscapes and other relevant themes.
  1.   Eligibility and Qualifications

The eligible applicants may be service providers with demonstrated experience in documentary production and development communications. Preference will be given to applicants who demonstrate:

  • Minimum five (5) years of demonstrated experience in documentary filmmaking, audiovisual production and visual storytelling.
  • Demonstrated experience in producing flagship documentaries, institutional films or development communication products for national or international development organisations, UN agencies, bilateral donors, INGOs or government programmes.
  • Experience working on development projects focused on women empowerment, gender equality, inclusive development and knowledge management.
  • Demonstrated expertise in documentary direction, scriptwriting, cinematography, photography, editing, motion graphics, colour grading, sound design and post-production.
  • A portfolio of at least five (5) comparable documentary or institutional film productions completed during the past five years.
  • Availability of a qualified multidisciplinary team, including a Creative Director/Documentary Director, Producer, Cinematographer, Photographer, Editor and Motion Graphics Specialist.
  1. Key Dates and Timeline

Assignment Duration: 45 calendar days, expected to commence in the second week of August 2026.

  1. Proposal Submission Deadline: 31 July 2026, 5:00 PM (PST).
  2. Submission Requirements

Interested firms must submit a complete proposal package comprising the following separate documents:

6.1 Cover Letter: Signed on official letterhead.

6.2 Company Profile: A brief profile of the Service Provider highlighting relevant experience in documentary production, audiovisual storytelling, photography, and communication products.

6.3 Technical Proposal: The Technical Proposal shall demonstrate the Service Provider’s understanding of the assignment, creative approach and technical capacity to deliver the required audiovisual products. It shall include, at a minimum:

  • Understanding of the assignment and proposed approach;
  • Creative treatment (2–4 pages) outlining the documentary concept, narrative, visual style and storytelling approach;
  • Proposed methodology covering research, filming, photography, post-production and quality assurance;
  • Work plan and production schedule;
  • Team composition, key personnel and their roles;
  • Proposed equipment and technical resources; and
  • Any innovative or value-added approaches to enhance the quality and impact of the deliverables.

6.4 CVs of Key Personnel: For all proposed team members.

6.5 Work Samples: At least 3-5 examples of similar completed assignments with references.

6.6 Legal Documents: Copy of Company Registration Certificate and NTN (or equivalent tax registration).

6.7 Financial Proposal: A detailed cost breakdown with applicable taxes.
