1. Introduction
The Aga Khan Rural Support Programme (AKRSP), a leading not-for-profit organization dedicated to improving livelihoods in Gilgit-Baltistan and Chitral, invites sealed applications from well-reputed, experienced, and registered solar energy firms. This prequalification process is for firms interested in being enlisted as approved suppliers for the Accelerate Clean Energy (ACE) Initiative, Aga Khan Rural Support Programme.
This initiative aims to provide sustainable and affordable rooftop solar solutions to households in the districts of Gilgit and Hunza. The purpose of this notice is to create a shortlist of technically and financially capable vendors who will be eligible for subsequent bidding processes.
2. Scope of Work
Enlisted vendors will be responsible for the supply, installation, and after-sales service of complete 3.5 kV rooftop solar energy systems. This includes, but is not limited to, providing solar panels, inverters, lithium batteries, and all necessary accessories as per AKRSP’s technical specifications.
3. Key Eligibility Criteria
Firms must meet the following minimum requirements:
- Legal & Regulatory Compliance:
- Valid registration with the Securities and Exchange Commission of Pakistan (SECP) as a company.
- Active NTN and GST registration with the Federal Board of Revenue (FBR).
- Valid Pakistan Engineering Council (PEC) registration with relevant codes (e.g., EE-11, CE-11).
- Compliance with SBP and PSQCA regulations.
- Geographic Presence:
- Must have maintained operational offices in both Gilgit and Hunza for at least the last one year.
- Experience:
- Minimum of 5 years of proven experience in the solar energy sector in Pakistan.
- At least three (3) completed project references (preferably rooftop household systems) with work orders and completion certificates.
- Financial Capacity:
- Minimum average annual turnover sufficient to handle project requirements.
- Audited financial statements for the last three years.
- Willingness to accept a 3-year performance bond.
- Technical Capacity:
- A trained and certified technical workforce, including PEC-registered engineers.
- Must supply high-quality, internationally certified components (e.g., IEC, ISO certified).
- Must demonstrate capacity for the installation of up to 3.5 kV systems per household.
- Other Requirements:
- Excellent market reputation and no history of blacklisting by any government agency, donor, or financial institution.
- Provide a 1-year free after-sales service with a maximum 7-day response time.
- ISO 9001:2015 certification is preferred.
- Authorized dealership certificates for major system components from the manufacturer.
4. Instructions for Submission
Interested firms must submit their applications in hard form (physical copies) in a sealed envelope.
- Application Package: The application must include all the documents listed in the “Submission Requirements” section of the detailed prequalification document.
- Envelope Labelling: The sealed envelope must be clearly marked on the top left corner with:
“PREQUALIFICATION — ACE SOLAR VENDOR”

- Submission Deadline: All applications must be received on or before July 31st, 2026.
5. Important Information
- Late & Incomplete Submissions: Late, incomplete, or emailed applications will not be entertained.
- Validity: Prequalification documents must remain valid for a period of 90 days from the closing date.
- Evaluation: Applications will be evaluated based on a scoring system with a minimum passing score of 70%.
- Right to Accept/Reject: AKRSP reserves the right to withdraw from this process at any stage or to accept/reject any or all applications without assigning any reason.
- Verification: AKRSP reserves the right to verify all submitted information. Applications containing false or misleading information will be rejected.
- Cost: All costs associated with the preparation and submission of the application shall be borne by the applicant.
