1. Introduction
The Aga Khan Rural Support Programme (AKRSP), a leading not-for-profit organization dedicated to improving livelihoods in Gilgit-Baltistan and Chitral, invites sealed bids from well-reputed, experienced, and registered solar energy firms. This tender is part of a project funded by UNICEF to provide sustainable and reliable solar energy solutions to 14 Early Childhood Development (ECD) Centres in the districts of Gilgit Baltistan.
The purpose of this tender is to select capable vendor for the supply, installation, and commissioning of complete solar systems. The successful bidder will be responsible for providing a solution that meets the specific load requirements of the ECD centers to ensure uninterrupted operation for educational activities.
2. Scope of Work
The selected vendor will be responsible for the supply, installation, testing, and commissioning of complete solar systems for a total of Fourteen (14) ECD Centers as specified by AKRSP/UNICEF.
The scope includes, but is not limited to:
- Supply of all solar panels, inverters, lithium batteries, frames, cables, and allied accessories as per the technical specifications and system requirements provided.
- Professional installation of the systems at the designated ECD center locations.
- Comprehensive testing and commissioning to ensure optimal performance.
- Provision of a 1-year comprehensive after-sales service and warranty period from the date of commissioning.
3. Technical Specifications (Solar System Requirements)
Bidders must provide a solution based on one of the following packages for each ECD center. The systems must be appropriately sized to handle the specified loads.
Option A: 2.5kW Solar System with Lithium
This package is designed for ECD centers with moderate load requirements.
- System Capacity: 2.5kW
- Components:
- All-in-One Unit (Inverter 2.5KW EPEVER and Battery 2.5KWH EPEVER) with all built-in functions and protection.
- Solar Panels: 2 x 595-600W Tier-1, A-Grade, Bifacial PERC N-Type (Jinko, Longi, Canadian Solar, Trina).
- Warranties: 2 Years (Inverter/Battery), 12 Years (Panels).
- Supported Loads: 5 Fans, 20 Bulbs (12W), 15 Computers, Wi-Fi Devices, Mobile Charging, and limited daytime use of Iron and 1HP Water Pump.
Option B: 2.6kW Solar System with Lithium
This package is designed for ECD centers with higher load requirements.
- System Capacity: 2.6kW
- Components:
- Inverter: 2.6KW Inverex.
- Solar Panels: 4 x 580W Tier-1, A-Grade, Bifacial PERC N-Type (Jinko, Longi, Canadian Solar).
- Lithium Battery: 100AH, 25.2V (EPEVER/INVEREX).
- Warranties: 2 Years (Inverter), 5 Years (Battery), 12 Years (Panels).
- Supported Loads: 5 Fans, 30 Bulbs (12W), 15 Computers, Wi-Fi Devices, Mobile Charging, and limited daytime use of Iron and 1HP Water Pump.
Option C: 2kW Solar System with Lithium
This package is designed for ECD centers with lower load requirements.
- System Capacity: 2kW
- Components:
- Inverter: 2KW Yienergy.
- Solar Panels: 2 x 630W Tier-1, A-Grade, Bifacial PERC N-Type (Jinko, Longi, Canadian Solar, Trina).
- Lithium Battery: 100AH, 12.6V (EPEVER/INVEREX/DJDC).
- Warranties: 2 Years (Inverter), 3 Years (Battery), 12 Years (Panels).
- Supported Loads: 3 Fans, 20 Bulbs (12W), 5 Computers, Wi-Fi Devices, Mobile Charging, and limited daytime use of Iron and 1HP Water Pump.
4. Key Eligibility Criteria
Firms must meet the following minimum requirements to be considered:
- Legal & Regulatory Compliance:
- Valid registration with the Securities and Exchange Commission of Pakistan (SECP) as a company.
- Active NTN and GST registration with the Federal Board of Revenue (FBR).
- Valid Pakistan Engineering Council (PEC) registration with relevant codes (e.g., EE-11, CE-11).
- Geographic Presence:
- Must have maintained operational office in Gilgit Baltistan.
- Experience:
- Minimum of 5 years of proven experience in the solar energy sector in Pakistan.
- At least three (3) completed project references (preferably similar to rooftop household or institutional systems) with work orders and completion certificates.
- Financial Capacity:
- Minimum average annual turnover sufficient to handle project requirements.(10 million)
- Audited financial statements for the last three years.
- Technical Capacity:
- A trained and certified technical workforce, including PEC-registered engineers.
- Must supply high-quality, internationally certified components (e.g., IEC, ISO certified).
- Must demonstrate capacity for the installation of up to 3 kW systems per center.
- Other Requirements:
- Excellent market reputation and no history of blacklisting by any government agency, donor, or financial institution.
5. Instructions for Submission
Interested firms must submit their bids in hard form (physical copies) in a sealed envelope.
- Bid Package: The application must include all the documents listed in the “Submission Requirements” section of the detailed tender document.
- Envelope Labelling: The sealed envelope must be clearly marked on the top left corner with:
“TENDER — UNICEF SOLAR FOR ECD CENTERS”
- Submission Address: Applications must be delivered to the following address:

6. Important Information
- Late & Incomplete Submissions: Late, incomplete, or emailed applications will not be entertained.
- Validity: Bids must remain valid for a period of 90 days from the closing date.
- Evaluation: Bids will be evaluated based on a scoring system.
- Right to Accept/Reject: AKRSP reserves the right to withdraw from this process at any stage or to accept/reject any or all bids without assigning any reason.
- Verification: AKRSP reserves the right to verify all submitted information. Bids containing false or misleading information will be rejected.
- Cost: All costs associated with the preparation and submission of the bid shall be borne by the applicant.
