1. Introduction
The Aga Khan Rural Support Programme (AKRSP), Gilgit (the “Employer”), invites sealed bids from eligible firms and contractors for the Supply, Transportation, Installation, Testing, and Commissioning of Solar Lift Schemes in Gilgit-Baltistan. This project is funded by the European Union (EU).
Bidding is open on a single-stage, two-envelope basis to firms duly licensed by the Pakistan Engineering Council (PEC) in the appropriate category (C-05) for Solar projects.
2. Scope of Work
The scope includes the complete supply, transportation, installation, testing, and commissioning of solar-powered water lifting systems, including spare parts, standard tools, inspection, and associated civil works. The work is divided into two (2) lots:
- Lot 1: Baltistan Region – Sites include Phongdong (Shigar), Chandupa (Shigar), Kharmangpi (Kharmang), Fongthang (Shigar), Gulabpur (Shigar), and Siksa (Churbat).
- Lot 2: Gilgit Region – Sites include CHINAR GUPIS, ISKANDERABAD (Nagar), and Harcho (Astore).
Bidders must quote for the complete scope of work for the lot(s) they bid for. Partial bids will be rejected as non-responsive.
3. Key Information & Dates

| Bid Security | Minimum 2% of quoted amount in the form of a Call Deposit from a scheduled bank in Pakistan, valid for 28 days beyond the bid validity period. |
| Bid Validity Period | 90 days from the date of bid opening. |
| Non-Refundable Fee | Rs. 3,000/- (Rupees Three Thousand Only) in the form of a bank draft in the name of AKRSP, to be submitted with the technical bid. |

| Bid Opening | Within one week after the submission deadline. Presence of bidders’ representatives will be decided by the procurement committee. |

4. Eligibility & Qualification Requirements
Bidders must meet the following mandatory criteria. Failure to meet any one requirement will result in disqualification.
- PEC Registration: Valid registration with Pakistan Engineering Council (PEC) in Category C-5 with relevant codes (EE11, CE09, ME07, ME05, EE04).
- No Blacklisting: Must not be blacklisted by any Government or Semi-Government agency (affidavit required).
- ISO Certification: Must possess a valid ISO 9001:2008 certificate.
- Warranty: Must provide a warranty undertaking (25 years for solar panels, 1 year DLP for electrical/mechanical works).
- Financials: Average annual turnover of PKR 100 Million over the last 3 years (audited financial statements required).
- Authorization: Valid dealership/authority letters for Submersible Pumps, Inverters, and Solar Panels.
General Evaluation Criteria (Technical & Financial):
- Experience & Value Delivery: 35 Marks
- Personnel Capabilities: 15 Marks
- Equipment Capabilities: 20 Marks
- Financial Capabilities: 30 Marks
- Total: 100 Marks
Bidders must secure a minimum of 50% in each category and an overall 70% to qualify. The final award will be based on 70% technical and 30% financial weightage.
5. How to Obtain Bidding Documents
A complete set of Bidding Documents may be downloaded from the AKRSP website. The non-refundable fee of Rs. 3,000/- must be submitted with the technical bid as a bank draft in the name of AKRSP.
